S4C and its Viewers

S4C operates under the Broadcasting Acts 1990 and 1996 to provide a wide range of high quality programmes in the Welsh language.

S4C is committed to...

  • providing our viewers with free-to-air television and related services in the Welsh language
  • providing other services in the broadcasting field which enrich the quality of life of our viewers in Wales and beyond
  • ensuring that our programmes are broadcast as effective and efficiently as possible to make them accessible to viewers throughout Wales and the rest of the UK.

In order to realise this...

S4C promises...

  • to foster an open, close, fruitful and accountable relationship with its viewers, so that the channel understands their needs and wishes and takes the audience fully into account in the provision of services
  • to promote its programmes effectively so that viewers derive the maximum benefit from them
  • to help promote and sustain a highly creative and efficient broadcasting industry in Wales
  • to secure best value and, whilst operating within its powers and duties within the framework of the arms-length principle governing the relationship between public broadcasters and Government, to foster a constructive relationship with the Department for Culture, Media and Sport of the UK government, the UK parliament and the National Assembly for Wales.

A commitment to non-Welsh speaking viewers, the deaf and hard of hearing

S4C does much to ensure that its programmes are as attractive and accessible as possible to as wide an audience as possible. English subtitles and other teletext aids are available on over 70% of all Welsh language programmes. On analogue transmissions, these can be accessed on Page 888. A commitment to Welsh learners

S4C promises to provide a teletext service specifically for those learning the language on 10 hours of Welsh programming per week. On analogue transmissions, these can be accessed on Page 889. The Programme Service Content

S4C promises that its Welsh language output on analogue* will include...

  • at least 30 minutes of news programming daily in peak times during the week, with 15 minute bulletins on Saturdays and Sundays
  • at least 100 hours of original drama during the year
  • on average, at least an hour a week of factual programmes in peak time
  • at least 110 hours of original programming for children during the year
  • at least one documentary series annually, as part of its religious programming.

* All S4C's Welsh language output on analogue is also shown simultaneously on S4C Digital.
