METHOD
In a saucepan, melt the sugar being careful not to burn the sugar. Mix the vinegar with the water and add a little at a time to the sugar, stirring regularly. Put the apples onto the sticks and swirl them in the hot toffee. Place the apples on a greased baking tray and place in the fridge to cool.
